A group of young adults who are holding a late-night beach party on a beach find their evening being interrupted and the party ultimately ruined when a damaged boat and the bodies of two drug dealers as well as a Naval Commander all wash ashore, all three having been shot dead during a gunfight. While the local authorities are all quick to assume that the Commander may have been involved in drugs, Gibbs refuses to believe it and suspects that things aren't what they seem..
