Sir Hugh Owen (14 January 1804 - 20 November 1881) was a Welsh educationist who was active in London. Born in Anglesey, North Wales, Owen came to London in March 1825 to work as a solicitor's clerk. He initially intended to train as a solicitor, but instead took a position at the poor Law Commission at Somerset House in 1836. he rose to chief clerk of the successor Poor Law Board, retiring in 1872. He was briefly a member of the London School Board, elected to fill a casual vacancy in the representation of Finsbury in April 1872.
