Judy Ford was a young woman responsible for overseeing the re-construction of the NCIS building in the aftermath of the Navy Yard Bombing. In addition to that, Judy was also responsible for murdering Midge Watkins, NCIS's former Facilities Manager and Chief Armorer. Judy was eventually exposed and arrested by Special Agent Anthony DiNozzo despite her begging DiNozzo not to arrest her.
