To my knowledge, they do it to let the manga go ahead (remember, if the anime goes ahead of the manga, then you get anime-original endings, which not only end the series, but also are often disliked). A typical episode will cover two to four chapters depending on the pace of the anime. People will still watch the fillers anyway because of a strong fanbase.
