The Ministry of Martial Levies maintained records of troop levies and armaments, arranged matters such as mustering and discharging levies, maintaining supplies, and movement and housing troops throughout the Empire. It was strictly an enabler, responsible for providing administrative support to the Imperial Legions. It was oversaw by the Emerald Champion, and it became answerable to the Shogun after the creation of the position.
