Rugal was, in an alternate universe accessed by an interdimensional Androssi device, a male Cardassian legate who held a high position in the government of the Cardassian Union. In the year 2376, he was present on Bajor for the signing of a treaty between the two governments. Legate Rugal was admired by Gul Elim Garak, and shared his passion for rokassa juice. (SCE eBook: Lost Time) This character may have been intended to be the counterpart of Rugal Pa'Dar, though "Rugal" is used here as a surname.
