Following the formation of the Galactic Empire, Officer H.F. Marigand of Imperial Intelligence filed a report to the Director of Imperial Intelligence which outlined a number of security risks which posed a threat to the new Empire. Among these threats listed were clone deserters from the ranks of the Grand Army of the Republic—specifically Null and Alpha-class Advanced Recon Commandos, as well as squads of clone commandos—along with former Cuy'val Dar Mandalorian mercenaries who had worked closely with the Republic's Special Operations Brigade during the Clone Wars. Further noted risks came in the form of Jedi Knight-turned-Mandalorian Bardan Jusik, who left the Jedi Order prior to the issuing of Order 66, in addition to the Separatist bioweapon scientist, Ovolot Qail Uthan.
