Neutrality is one of the most potent substances of Nebula. More than half of it is located in this controlled area, the Plains of Balance. Small grasses grow and towering trees are scattered about. Creatures scavenge about looking for random passerby. There is said to be a small cut off area of which there is imperfection, and the most foul, imperfect beast resides there.
