Teldorn Darkhope was the ruler of the city of Mintar, having conquered it with a Zhentarim-sponsored army of Iyachtu Xvim. After the conquest on Mintar, Teldorn, and Fzoul Chembryl forged the artifact known as the Scepter of the Tyrant's Eye.
