The Federation of Guangzhou Bay (aka Guangzhou Federation) is a Union between Hong Kong and Macau that eventually took over the area from the weak, new Government of New China. The Government was created in response to Chinese slow overtake of the two cities, and they used the time of Turmoil in the second civil war to break free.
