Izout is a mutant used by Frax. He helps breaks into Bio-Lab to steal the Zirium Powder. Frax makes off with the Zirium Powder and leaves Izout to fight the Rangers. He lures the Time Force Megazord Mode Blue to damage it badly in a bomb trap, but is taken down by fire from the Time Jet. In "Beginnings" Pt. 2, Izout was seen near the dumpster that Piggy's dumpster when the S.P.D. Rangers visit him. In "Shadow" Pt. 2 and "Boom," Izout was seen as a customer at Piggy's restaurant.
