At the request of Congresswoman Lillian Dorning, SECNAV Edward Sheffield asks JAG to help into the disappearance of a submarine, the U.S.S. Angel Shark which disappeared in 1968. At Chegwidden's request, Harm, Mac and Turner take on the case but find themselves facing the complex system of information and a CIA lawyer who will stop at nothing in keeping the truth a secret.
