Commandant Terryl is a gnome who is the head of security at Tara. He refused to let Captain Holly Short get her visa when she was on a mission. Holly eventually convinced him to put the traffic on hold for two hours, so she could get through. It took a few threats of usage of her Buzz Baton. He may be part of LEP Immigration due to him having the ability to hand out visas, but the book doesn't mention him as working for Immigration.
