Billow's Tower is the name of a building that once stood in Lobtonne, above the Wolf's Delta, housing the Imperial House of Messoloriha. It was once called Billow's House, but Billow the Slave was forcibly moved to Billow's Chains in his old age. Billow's Tower also served as the Great-Hall of the Congruent, the legislative body of the Delkish Empire wherein the Lords and Ladies of the Delklands convened to make, and pass laws. Although the Congruent had always been mired by ineffectiveness, by the Last Day of Lobtonne, they only ever convened so that they could have banquets at Pigeon Plaza. Even then that was rare, as that meant the Plaza would have to be cleaned of pigeon shit beforehand.
