At the beginning of A Crown of Swords, Elaida orders Toveine sent to deal with the Black Tower with fifty Red sisters and two hundred of the Guard. At the beginning of Crossroads of Twilight, Toveine is bonded to Logain, as is Gabrelle; all three are at the Black Tower.
