In October of 1991 DeLucia, and the then consigliere of the Genovese crime family Venero Mangano (Benny Eggs), and Benedetto Aloi (Benny),the alleged consigliere in the Colombo family, were convicted of extortion conspiracy and extortion racketeering. The mobsters used a scheme of bid rigging, labor payoffs, threats and extortion to control the awarding of $145 million in city Housing Authority window installation contracts.
