Stockton Wallace was a Manticoran citizen and an officer of the Royal Manticoran Navy's Office of Naval Intelligence. Holding the rank of Lieutenant Commander in 1902 PD, he temporarily replaced Lieutenant Rafael Cardones as Tactical Officer aboard the heavy cruiser HMS Fearless.
