Joris Rhaast was a Bolian female and a member of Starfleet since 2327. By 2385, she held the rank of Admiral and was the commanding officer of Starbase 310. She was described as thin and easy to dismiss as old and weak; however, she was an accomplished runner and martial arts enthusiast who, at one point in her career, taught a specialized unarmed combat course at Starfleet's training school for new officers and enlisted personnel on the security track. Prior to taking command of Starbase 310, Rhaast served as captain of a Federation starship.
