The Order of Merit was an order of knighthood within the Cetagandan Empire awarded to Cetagandans and even foreigners (like Miles Vorkosigan) for outstanding accomplishments. The award came with a special medal specifically bestowed by the Emperor. It was given only rarely, and solely at the discretion of the Cetagandan Emperor.
