Katherine Emily Macer was born and raised in Washington, D.C., the second of four children of Oliver and Leah Macer. Kate grew up in the Adams Morgan neighborhood in the northwestern quadrant of the District of Columbia. Her father, Oliver, was a prosecutor. Her mother, Leah, was a high school music teacher. After Kate graduated from Woodrow Wilson High School, she went on to the University of Pennsylvania in Philadelphia, Pennsylvania. She graduated from Penn summa cum laude with a Bachelor of Arts in Criminology. Kate then returned to Washington, D.C. and applied to join the Metropolitan Police Department of the District of Columbia.
