The Twilight Council was the ruling body of The Templars of Twilight and oversaw every single major and minor decision of the order. They were reponsible for everything from deciding where Genin would sleep to changing some of the most revered rules of the order. They were comprised of seven people, each of which had a different responsibility within the council and within the order.
