Roland Alan Moore was a former Petty Officer in the Unived States who lost two fingers in an engine room accident, resulting in him receiving a medical discharge. Moore was eventually jailed for bombing a recruiting office and escaped a work detail three months prior to the events in "Terminal Leave". His face graces NCIS's "Most Wanted" Wall along with the statement that he is wanted for international terrorism.
