Alby Brook came from a broken home and became involved in crime as a youth on his homeworld of Proxima Major. He joined the Earth Alliance military to escape, but "got into trouble." He was given a reduced sentence since he agreed to work for Earth Security. (AUDIO: The Human Factor) He was on Vega VI to meet Kalendorf, one of the Knights of Velyshaa, as part of a diplomatic move by the leader of the Velyshaans to prepare for a Dalek assault.
