He originally showed up on 4 July 2014, west of the cooks guild in Varrock. He returned in 2015 for the Summer Beach Party. He returned again on 4 July 2016, in the same place as 2014. He claims to be celebrating his existence, and that balloons are appearing from nowhere, although he's not sure why. He reveals that by popping balloons, he received his hat, and proposes that if players popped the balloons, they might get one too. He ran a shop with a selection of stock from Diango's Toy Stall, but with the addition of a unique item called Liber tea, which couldn't be obtained anywhere else.
