The Meet the Count's First Secretary menu option is accessed from the Castle in the Duchy. This option allows players to meet the Count's First Secretary who lets them advance their level when they have met the appropriate requirements. If this menu item is clicked and a player has not met the requirements for the next level, the Secretary will indicate this, saying "My dear, open your eyes: you are not ready!", or something similar.
