The Nuclear Program is a building in Tropico 3: Absolute Power and Tropico 4. By developing its own nuclear weapons, Tropico is able to enter the Cold War, preventing both the US and USSR from going to war with the country as long as Tropico is not in debt. The EU doesn't like nuclear programs and having one will lower relations.
