Lieutenant Clark (first name unrevealed) was an officer of U.S. Naval Intelligence who was stationed in Dick Tracy's city during World War II. Like Tracy, he operated in plainclothes. Clark was assigned to monitor and investigate instances of enemy ship spotters. He worked with Dick Tracy in investigating the involvement of the Summer Sisters and the Brow's espionage ring.
