Sar Admiral was a high officer's rank exclusive to the Caspian Democratic Union, used for five of their highest ranking naval officers. These five were of higher rank than a typical Admiral, and would form the core of the Union's Admiralty. Usually, only one or two of the admirals would be "field deployable", and the other three would remain in a centralized administrative function. They would then form the essence of a military Tribunal for administrative or judicial decisions, although a common Admiral, Commodore, or unbiased Captain could be employed for an urgent, ad-hoc tribunal.
