Lord Stuart the Hungry can be found in the tavern of Moonglow in the time of Ultima V -- all day, every day. He even sleeps in the room upstairs, and one can find 99 units of food beneath his bed after some searching. Stuart is the creator of the Create Food spell. He will happily tell the Avatar the incantation and reagents required for casting.
