The Order of the Goblin is a cult that has existed since the old age of witchcraft in Europe that has operated throughout the ages. Eventually by the late 19th Century it adapted into what appeared to be a legitimate men's club for the world's most powerful that set up campout gatherings for their members every year. Being used as a means for the order's inner circle of "True Believers" to be able to find prospective recruits. Them still operating within the shadows, and through their position influencing those around them in order to be able to chart the course of ongoing events. The pagan rituals that were genuinely practiced in the "old country" by the order were adapted into mock forms that would be acted out by the Kobold Club's members.
