The Blades were the governing council that ruled the grand city of Mulmaster. The Blades were ten to sixteen of the most preeminent citizens, normally from the noble houses of the city. It was not clear how someone could become one of the Blades. The Blades were ruled by the High Blade, the titular ruler of Mulmaster. They all usually resided in the Tower of Blades.
