Mitchell Clapp was a Havenite citizen and an officer of the Republic of Haven Navy. Holding the rank of Commander, he had some expertise in small craft, having made a name for himself in the People's Navy as a pilot and homegrown expert on pinnace and shuttle developments. He was among the leading developers of the Republican Navy's LAC program at Bolthole. (HH10)
