Whether he is a sitting senator or not, he appears to be involved in global politics in a role that is generally filled by a wide range of government officials (such as cabinet secretaries and ambassadors) appearing as a subject of some newspaper cutaways and addressing the United Nations with General Crozier. He is also seen in scenes with the President in the wings. He has a scar on the back of his neck. It is revealed at the end of season 3 that he is one of the members of the Tribunal helping Mr. Salacia to reach his as of yet unknown goal.
