The Supreme Arbiter was a title and position held by the senior most executive leader of the Alliance. In an alternate timeline, Sarek of Vulcan held the position by the year 2293. The Supreme Arbiter has at least one Deputy Arbiter; Sarek's deputy was Koval. (TOS novel: Engines of Destiny)
