Flint's clothing was entirely based on the character Sabo's Top hat from Luffy's childhood in one piece because I liked the hat so much hence why Flint wears a top hat. Like lots of other characters Flint has his own distinctive laughter "Chuckchuckchuckchuckchuck!" his is like this because chuck and chalk sound similar plus chuck is also Chuckle abbrieviated.
