It should be the same as in The Sims 2. Select the Pool tool in Build Mode under Miscellaneous. Click and drag on the ground where you want the pool. When you have it the size you want let go and the pool will appear. The pool tool creates a rectangular shaped pool. To use some of the special shapes that come with some expansion packs just click them onto the ground. You can turn them using > and <.
