Jarv Gouthar was a Tellarite male Starfleet officer who served during the 23rd century. In 2284, Gouthar held the rank of captain and was promoted to commodore later that year when he was assigned to Starbase 14 as assistant base commander to Admiral Dean Vanderhoff. When Vanderhoff retired the following year, Commodore Gouthar replaced him as the starbase's commander. (FASA RPG module: Star Trek IV Sourcebook Update)
