The Study Group for the Advancement of the Condition for the Use of Telecommunications was formed by the Japanese Ministry of Posts and Telecommunications in September 1996 to address issues related to the flow of illegal and harmful information on the Internet. It issued its report, titled Flow of Information on the Internet in December of 1996.
