Dr. Rachel Robyns Gutiérrez, Ph.D is a human diplomat and a member of the International Oversight Advisory. She speaks several languages fluently including Spanish and Mandarin Chinese. Robyns is an influential diplomat on a par with Elizabeth Weir and brokered several sensitive interstellar treaties following the Stargate Program's revelation, including the Treaty of Chulak. Following this she journeyed onboard the BB-308 Achilles to the Pegasus Galaxy to assist the Pegasus Coalition, and ultimately she became stranded in the Vennix Galaxy where she joined the senior staff of the Colonia Expedition.
