The Chosen One never meets the overseer of Vault 8. By 2241, there had been no overseer for over a hundred years, and they were considered to be from the distant past. When the vault dwellers finally convinced themselves to leave the Vault, along with the help of a Garden of Eden Creation Kit, they began construction of Vault City. They then formed a new government making the overseer position superfluous. Ten years later, the overseer retired and a 'Council of Citizens' was established. The council appointed the initial First Citizen.
