Soo is competing against a man named Mr. Whalley to be elected onto the local council. She promises Richard she will mend the roads, she promises Sweep that she will force Mr Whalley to let Sweep into his hardware shop, and she promises Scampi his own factory. However, Sooty discovers that there were no mentions of the promises she made when he reads her speech. Soo realises that she is becoming too big for her boots and stands down, but first making sure that Mr Whalley agrees to mend the roads and allow dogs into his shop. Meanwhile, Scampi makes a robot called Suds out of washing powder boxes which malfunctions.
