Unnamed Terrorist was a man and a member of Ari Haswari's second terrorist cell in Washington D.C. He was seen at the beginning of the gunfight in the Norfolk warehouse and was left injured after Gibbs shot at him. After treating his injuries, he rejoined his colleagues in repelling the NCIS team but changed tactics, instead choosing to target Special Agent Timothy McGee, forcing McGee to duck for cover behind the NCIS car for protection. Upon realizing what had happened, Gibbs told McGee to stay where he was and that he, DiNozzo and Caitlin Todd would flush out the terrorist.
