Sean Hodges was a young boy who was the older brother to Jeremy Hodges. During his exploration of a frozen pond, Sean found the body of missing Marine Sergeant Ryan Downing which had the local police calling NCIS to investigate as Downing was a person of interest in one of the agency's cold cases.
