Willow Fox is Shawnee, Cheyenne and Dakota Fox's foal, and lives with them in Appaloosa Plains, along with Shep and Bramble. Willow is best friends with Cheyenne and Dakota; and friends with Bramble, Hailey Shepherd, Shep and Shawnee. According to Willow's biography, Willow still has much to discover about the world surrounding her. Willow's bio implies that Bramble is her mother, but they are unrelated in the actual game.
