Rakena Garan was a female Cardassian who lived in the 24th century. Garan became Castellan of the Cardassian Union in 2379. In 2381, Federation President Nanietta Bacco presented Elim Garak with a proposal to be given to Castellan Garan that the Cardassians join the Federation's battle against the Borg at the Azure Nebula. Garan later agreed to the proposal, although an agreement to cede Cardassia control of the Argaya, Lyshan and Solarion star systems was a large incentive. (ST - Destiny novel: Mere Mortals)
