Cutthroat Bill is one of the three "Bucaneer Hairstylists" working at the Barbery Coast in Puerto Pollo. He was short statured, yet intimidating fellow, who had a distinct fondness for jawbreakers and gold. He had extensive knowledge of different types of whales. Prior to being employmed at the Barbery Coast, he served aboard The Raging Tightwad. Eventually he formed a barbershop quartet, which united him with Haggis McMutton, Edward Van Helgen and a tenor named Dominique.
