Nōbu (脳侮, Nōbu) is the current leader of Amegakure and an extremely dangerous individual who came into being in almost ancient times. He was once a person whose loyalty to the shadows lead him to serve underneath a man who would spearhead the infamous group of assassins known as the Nanabake. However, the ascension of the second, and then current leader, witnessed through his aging eyes, had him ultimately consider the lot of them corrupted from their original purpose, pushing towards the light instead of hiding in the darkness. Nevertheless, Nōbu was a man who was far greater than what his leader had expected. Through his own machinations, he induced chaos on the prison that locked him, escaping and, with him, a horde of criminals that intended to profit from the machinations of war in the world. He soon conquered the lonesome and neutral Amegakure, holding two prominent residents as his eyes and ears as he, the Rain that Smites Resistance (抗戦破壊者の雨, Kōsen Hakaisha no Ame), intends to plunge the world in utter chaos.
