Beg them a few times, and they will stay. In City Folk, the person who might move will be walking outside. The ! will pop up over their head. Run up to them and talk to them. They will bring up the point of moving, and you will have the option to say "NO!" or something of the sort. They will not move if you say this, but if you choose the "Move" option, they will appear in their house a few days later with boxes, and there is no stopping them.
