7 was created by Niamh McQuillan, daughter of a farmer from British Island. As a young girl, McQuillan travelled the state with her father as he visited a number of farmers' markets, and was struck with the diversity of cultures on Seven which co-existed with one another. As a young woman, she became a teacher in the elementary school in Kinley, where she ran a club teaching students about their history. She soon found that adults were also interested and after expanding her club became one of the most popular figures in Seven.

Jared Buchanan, the Governor between 2000 and 2004, hired her in 2003 as his political advisor in an attempt to gain popularity. McQuillan did not like the governor, who she thought was lazy, and decided after his death in 2004 to form the political party 7. She ran on its platform in the 2004 state elections but lost out narrowly to Judy Almore. After McQuillan's death in 2011 during the Northern Lovian riots, Alfred Myshkin took over as leader.
