| - The Alliance of Earth (Latin: Foedus Terrae) is an intergovernmental organization and military alliance based on the Treaty of Carthage signed on December 24, 1933. It is headquartered in the Praetorium Mundum on the surface of the Atlantic Ocean. Among the three primary members, an agreement of collective defence is in effect. Three states are full members of the Alliance, alongside a single observer state. The sovereignty of six other countries is recognized although they have no power. From its bases around the world, the Alliance monitors the development of state militaries, intervenes in national affairs, and generally serves the political interests of its members. The legal authority wielded by the Alliance is justified on the grounds of preserving world peace. After victory in the Second World War, the three allied superpowers established that only their combined strength could guarantee a lasting global stability. This abuse of power was further reinforced by offering representation to every sovereign country in a body with little actual control. Neither a legislative nor deliberative assembly, this Orbis Terrarum merely votes on whether to send issues to the Concilium Terrae, the source of the Alliance's real power. While malcontents the world over warn that the Alliance is a threat to global freedom, the reality is that it is no more than a puppet organization, with no motives or interests of its own. Its sole purpose is the coordination of independent Roman, Maya and Japanese power under a guise of peaceable cooperation.
